On 03/03/2016, the Prime Minister issued Decision No. 333/QD-TTg on piloting the establishment of Quang Trung Software City Chain (QTSC Chain) with 2 original members: Quang Trung Software City (QTSC) and National University Software Park (ITP). The effectiveness of the chain model is a lesson and an inspiration for localities to develop IT enterprises in their respective localities (extract the contents of the speech of Mr. Dao Dinh Kha - Chief of Information Technology Department - Ministry of Information and Communications. - in the 15th Anniversary of ITP).

With the purpose of developing IT for the 4.0 industrial revolution, the provinces have also recognized the establishment of a software technology park as a necessity. Lam Dong province has approved the project to establish Quang Trung - Da Lat software park. Can Tho City also has a project to set up “Can Tho City Information Technology Center ". However, the deployment of infrastructure to serve IT enterprises in operation is facing many difficulties due to the fact that funding sources used to build infrastructure are mainly from state budget capital.

Summing up from the experiences of building software parks, the leaders of Tien Giang People's Committee chose to do otherwise. Instead of using state budget capital, they chose to call for businesses to invest and manage the software park business. This project will be more feasible, deploy more quickly and effectively.

In Tien Giang, The Vietnam Posts and Telecommunications Group (VNPT) owns the facilities of School of Posts and Telecommunications & IT III built completely with more than 70,000 m² of land, of which 22,000 m² floor area are fully equipped with office buildings, a hall of over 600 seats, a multifunction sports hall, a canteen, a dormitory ..., which fully meet the conditions for the establishment of the Information Technology Center, according to Decree 154/2013/ND-CP of the Government.

Especially, IT Center - VNPT Tien Giang has more than 100 IT engineers who have successfully built, developed and deployed 04 main IT systems of VNPT Group: The VNPT-HIS Health Care System,  The VNPT Ioffice e-office system; The VNPT Igate electronic 1-door system, and The VNPT. Edoc link axis text system connecting all the text software being used. These IT systems have been provided to customers from over 50 provinces and cities across the country. At the same time, IT center-VNPT Tien Giang, which  is one of the 4 main data centers of VNPT Group, has been invested by VNPT corporation in modern information technology infrastructure,

With these favorable conditions, after agreeing with VNPT Group, the People's Committee of Tien Giang province has decided to assign VNPT Group as the investor for the project to build the Mekong Software Park in Tien Giang with the English trade name: Mekong Innovation Technology Park (or Mekong ITP in short). Mekong ITP is expected to be officially put into operation on June 2018 and will be admitted to the Chain of Quang Trung Software City (QTSC) in the third quarter of 2018.

The Mekong Software Park (Mekong ITP) will be the place to attract and develop IT human resources for Tien Giang province in particular and the Mekong delta area, contributing to further promoting the effectiveness of the operation model of the QTSC Chain.

Mekong ITP is looking forward to cooperating and developing with domestic and foreign enterprises and universities in order to work together with Tien Giang province to develop IT application for the Mekong River Delta and outreach in the coming time.
