Since its inception in 2000, Quang Trung Software City, Vietnam's first and largest concentrated software park, has grown into an innovation hub for research, business, and technology.
Quang Trung Software City (QTSC) spans across 43 hectares of land area. As of present, QTSC has attracted around 157 IT companies, five of whom employ more than 1,000 people. QTSC now has 20 office buildings, five IT training centres, four bank transaction offices, and 20 parking lots.
The software city also boasts a wide range of on-site amenities like apartments for experts, dormitories, underground power lines, and wastewater treatment system, a kindergarten, a healthcare centre, an incubator, and a business support centre. QTSC is now home to about 20,755 workers and students. QTSC was the first software park in Vietnam to receive a Certificate of Concentrated IT Park by the Ministry of Information and Communications (MIC). In March 2016, the prime minister green-lighted the plan to develop QTSC into a software city chain to replicate its successful model nationwide and create a breakthrough in the development of the software industry and startups in the country. The first two members of the chain are QTSC and the Information Technology Park - Vietnam National University Ho Chi Minh City (ITP).
In October 2017, MIC issued a decision to establish the management council for the chain as well as the rules for the organization and operation of the software city chain. Accordingly, QTSC, as a core member of the chain, is in charge of promoting brand awareness. The other members in the chain also enjoy various preferential policies for concentrated IT park and high-tech park development, in addition to having independent legal status.
The 2017 study by KPMG ranked QTSC the third among eight technology parks in Asia based on occupancy, available incentives, and telecommunications infrastructure. The analysis also placed QTSC in the fourth position in terms of size and the efficiency of the companies located in the park, the attractiveness for foreign investors, the scale of foreign-invested companies, and the quality of human resources. Overall, QTSC stood out with its incentives, tenants from various industries, and the sustainable growth of its companies.
Throughout its development, QTSC has faced a slew of challenges in managing the software city, like maintaining infrastructure and security 24/7 and improving management and service quality to meet the rising demand of its tenants. The software city has been exploring ways to better management and catch up with global integration trends so that it can be comparable to technology parks in the world.
Since 2016, QTSC has taken many initiatives to digitize all technical infrastructure, deploy a Geographic Information System (GIS) to manage the park, as well as pilot systems like the Smart Office and Car Detector. In 2017, QTSC continued to implement technology solutions like a bike sharing system to improve internal traffic as well as an environment/wastewateral management system to monitor 12 wastewater parameters. Other solutions include a smart public lighting system with 157 energy-saving light bulbs and a smart water metering system that helps resolve problems more efficiently and draw up a repair and maintenance plan.
In addition, QTSC has joined forces with a number of organizations to research and apply new technologies in agriculture. The Smart Agri system was designed to automate the management processes of greenhouse farming. This project also laid the foundations for the launch of the Agricultural Centre of Excellence in the beginning of 2017, which covers an area of 2,500 square metres at Lot 3 in QTSC. The centre continues to improve and test different models, such as container gardening, hydroponic cultivation for home farms, and seeding robots, among others.
In 2018, QTSC has collaborated with software companies in the park to conduct intensive scientific research activities as well as promote applied research projects that have a practical socioeconomic impact. In addition, QTSC has made the most of the companies’ strengths to develop the Integrated Operation Centre which uses Internet of Things (IoT) technologies to manage and monitor the park.
QTSC has also built a specialized area to research and develop new products and solutions (QTSC R&D Labs). QTSC R&D Labs was established to create a public space for research and development, supporting enterprises in their research as well as attracting many leading experts to work at QTSC.
In June 2018, QTSC has become the first state-owned company in Ho Chi Minh City to receive the Certificate of Science and Technology Business. This reflects QTSC’s efforts to apply technology to improve efficiency and uplift its image as a tech hub.
Based on these initial results, QTSC is striving to optimize existing solutions and develop new ones, gradually integrate data and apps on the same platform, and build open platforms for third-party customers. The application of the smart urban model at QTSC is a long-term process and is one of the primary objectives that will turn QTSC into a leading software city in Asia.
