Part 2: Change for growth (2011 – 2016)
At the end of 2010, QTSC got great joy that marked the software city’s development, as the Asia Oceania Regional Software Park Alliance (SPA), including 13 members and 23 IT centers, voted QTSC as chairman of the alliance in the 2011-2012 tenure.
In this position, QTSC contributed to promoting the Vietnamese software industry and created opportunities to develop markets for members of other software parks in SPA through interaction and cooperation activities.
Severe shortage
In the 2011-2015 period, new plans to develop QTSC were deemed in line with the reality and the information technology development trends in the world. However, in order to integrate into the global market, stand firm in the face of difficulties and develop, QTSC must make changes and innovate itself. All changes naturally involve both difficulties and advantages and QTSC is not an exception. Nguyen Duc Hien, Director of QTSC at the time, said it was a must for QTSC to develop further after 2010 as its development had yet to match its potential.
In that period, QTSC faced difficulties in human resources and investment. QTSC’s infrastructure at the time was basically developed and met the requirements, but its laborers were unable to use and properly tap the infrastructure. At the time, the high-quality manpower in Vietnam was insufficient in not only the information technology sector but also many other areas.
During that period, QTSC was under the direct leadership and direction of Le Manh Ha, Former Vice Chairman of the HCM City government. Under the view of many people with ties to QTSC, Ha was a great leader. The development of QTSC during the period was definitely contributed by the support of leaders of the municipal government, departments and agencies.
Despite difficulties in the period, QTSC managed to develop annually, which was proved through figures. Specifically, in 2010, QTSC contributed more than VND136 billion to the city’s budget, but the figure soared to over VND470 billion in 2015.

Taking off
In 2010, after 10 years of development, QTSC had more than 100 IT enterprises and 32 investors with over 20,000 people studying and working in the software city.
After QTSC became chairman of SPA, it got another boost as the HCM City Party Committee, at its congress in late 2010, demanded further enhancement of QTSC’s effectiveness and the development of the second QTSC.
At a ceremony to celebrate its 10th anniversary on March 16, 2011, QTSC officially announced its new brand identity. This was an important step of QTSC during its preparation for its expansion and development plan. Especially, QTSC’s new logo was modern and easy to be used in communications, marketing as well as product and service promotion activities in both local and international markets.
In March 2011, then Deputy Prime Minister Nguyen Thien Nhan directed the replication of the QTSC model across the country, which was a foundation to develop the second QTSC and a software city chain.
In October 2012, then HCM City Vice Chairman Le Manh Ha directed the municipal Department of Information and Communications and QTSC to seek a location for the second QTSC.
Half a year later, the municipal government officially assigned the task of researching and developing the software city chain. During the research period, the city asked for the assessment of the feasibility of projects to develop QTSC 2, QTSC Dalat and QTSC Nam Dinh, and the connection and cooperation with the software center under the Vietnam National University HCM City. Although the legal corridor for the establishment and development of the chain was only built a year later following the then Prime Minister’s Decision No. 333/QD-TTg on the pilot establishment of the QTSC Chain, the idea to develop the chain had been conceived in the 2010-2015 period.
After years of development based on the directions of the competent agencies, in the last quarter of 2015, QTSC and software enterprises across the country successfully held the first Vietnam IT Outsourcing Conference (VNITO), which was aimed at introducing and promoting the local software outsourcing and exporting sector to the world. This was another hallmark and foundation to establish the VNITO Alliance and develop VNITO into a software outsourcing and exporting brand of Vietnam.
